You can t tile over old carpet glue but it s not hard to remove carpet adhesive before tiling.
To glue down carpet choose an adhesive that will hold fiber or cloth to vinyl.
Remove any old adhesives dirt debris grease and oil.

Put a thin layer of half inch plywood on top of it or quarter inch ply as long as you can get a flat surface then you can go ahead and put new carpet over that or whatever you want to do.
